The Yick Wo Doctrine, evolved from the United States Supreme Court’s opinion in Yick Wo v. Hopkins, 118 U.S. 356, provides that a law or ordinance which gives a person or body of persons absolute discretion to give or withhold permission to carry on a lawful business is in violation of the Fourteenth Amendment to the United States Constitution.
